Your chances are better if you are building "an emergency shelter which is open to everybody", or if you are "replacing an emergency shelter which is open to everybody". You may still need to get approval from environmental, animal rights, first nations, logging, commercial recreation, etc interests. Paradoxically there may be opportunities to build huts in parks as the recent government policy (federal and provincial) in response to decreased park usage, is not to make them less expensive, but to provide more amenities.
